Yugoslav, Albanian forces fight at border

Yugoslav and Albanian forces exchanged gunfire for seven hours Tuesday at a remote border crossing.

Andrea Angeli, spokesman for the Organization for Security and Cooperation in Europe, said the two sides traded sniper and machine gun fire at a border post about 30 miles (48 km) north of the Albanian town of Kukes.

At least one Albanian soldier was reported wounded.

The OSCE said it does not know which side started the firefight.

The incident was the first clash between Albanian military and Yugoslav troops witnessed by international monitors since NATO airstrikes began March 24.



Gandhi maneuvers to form new Indian government

The party headed by Sonia Ghandi said Tuesday it had enough support to form a new Indian government, but Prime Minister Atal Behari Vajpayee's ousted coalition immediately challenged the claim.

The Congress Party will be ready to form a new government by Wednesday, party officials said, after the lower house of parliament votes on a national budget, a priority of President K. R. Narayanan.



Toronto commuters weary, frustrated by transit strike

Highways were clogged, downtown sidewalks bustling, and thousands of commuters were frazzled and grumpy on the first day of a transit strike that left subways and buses idle in Canada's largest city.

After weeks of labor negotiations, a strike by 7,800 Toronto Transit Commission workers began Monday to push demands for a wage increase. About 800,000 commuters rely on the Toronto's public transit to get to work.

Toronto Mayor Mel Lastman said the city does not have the money to meet the workers' demands. "We cannot get it. It is not possible," he said.
